Energy Efficiency & Conservation Strategy Project Page

The Climate Law & Policy Center, in conjunction with Incite Consulting and Denver area universities, is combining the work of students and non-profit professionals to work in collaboration with leading energy service companies.  The goal is to provide Energy Efficiency and Conservation Strategies (EECS) to communities that have been allocated funds under the Energy Efficiency and Conservation Block Grant (EECBG) program.


The project is designed to assist communities in fulfilling the requirement that all entities receiving an EECBG develop and/or implement an Energy Efficiency & Conservation Strategy (EECS) including: developing goals for energy efficiency, conservation, usage, and identifying strategies (legal, technical, financial) to achieve those goals.  The program aims to:


  • Develop an effective EECS tailored to a community’s vision and needs

  • Coordinate efforts between business and municipal leaders to create an effective community strategy

  • Create baseline energy & greenhouse gas emissions projections and develop a Climate Action Plan accordingly

  • Create a plan to identify measurable goals and objectives for energy use and emissions reductions, and energy efficiency increases including establishing- Jobs created and/or retained; Energy saved; Renewable energy capacity; GHG emissions reduced

  • Involve students in the legal, technical and financial data collection and analysis portions of the projects
